Because you should understand that speaking of a "right to the Internet" is conditional on having other "rights" which would determine the enabling environment for use of the Internet. We should also be concerned that the language of "rights" as prescriptive necessarily leads to the question of enforcement; in the event these "rights" are infringed, who has the responsibility to provide relief and by what mechanism.
