Colegas,
me refiero al documento enviado sobre el nuevo trabajo de regiones de ICANN.
En particular encuentro problemático el punto no. 7 en el que se indica que los gobiernos determinarán la región a la que pertenecerán sus paÃses.
Esto es contrario al principio "mulstistakeholder" y a la historia de ICANN. Muchas comunidades nacionales están en las regiones a las que pertenecen por una decisión de los diversos "stakeholders", tomada en muchos casos cuando el gobierno de su paÃs no prestaba atención alguna a los procesos de ICANN. Casos como el de México, para el que se planteaban las posibilidades de ser considerado parte de la comunidad latinoamericana o de la latinoamericana, fueron resueltos asÃ.
Hoy nos encontramos con la posibilidad de revisar la pertenencia a LACRALO de otras comunidades nacionales o territoriales que están explorando su identidad cultural, de lenguaje y de tradición jurÃdica con Norteamérica. Quizás ellas estén conformes con dejar la decisión en manos de sus gobiernos. Esto no está asegurado y debemos saberlo pronto.
Propongo que LACRALO se manifieste en contra de este punto como está redactado actualmente y en su lugar establezcamos un principio multistakeholder que cuando menos requiera una consulta pública, abierta y transparente a todos los sectores, siguiendo la forma en que se procede en los casos de redelegación de ccTLDs.
