Oh Boy! Here we go again. The Chairman purported to make a ruling but does not have the authority to do so. The procedure is that if there is a difference of opinion in general business, then the Secretariat is the proper place to lodge objections. The Chairman can only make a ruling in the course of a meeting and that ruling would have to be on a matter of procedure. He has no authority to make a ruling on the substantive business of LACRALO. Only the members have that authority and that is exercised by way of a vote. This matter does not involve the Chairman at all. It is purely administrative and it is the Secretariat that has administrative responsibility. The question is not a matter of the ruling of the Chair; that is obsolete because the Chairman exceeded his jurisdiction. The question is whether or not Humberto should be accepted as a candidate and that is what should be put to the vote, not whether or not we agree with the ruling of the Chairman. I therefore humbly submit to the Secretariat that it acts in accordance with its mandate and hold a vote to resolve the issue. This is not a matter for the Chairman and neither is it one for the Chairman to get involved except to vote as an ordinary member when the Secretariat poses the question to the members of LACRALO.
