From my view, Carlton raised an interesting point alerting, as a truth, that once we start the rotation process, stop it will be prejudice some sub regions, no matter which. My # 3 laid out the order of the rotation. All the RoP will be formally adopted and maybe, extend the details. Unless we wish to undermine the rotation principle in action, the labels and order of rotation are immutable.
