of ICANN in Cartagena, Colombia. * 

* Activities of AT-Large in 39**º ** ICANN encounter in Cartagena, 
Colombia. * 

During 39º Encuentro of ICANN that took place between the 5 and the 10of 
EnCartagena December, Colombia, the community of AT-Large was 
represented by a total of 28 members of the five regions of AT-Large. 
Between these representatives members of the Advisory Committee are included of 
AT-Large, civil employees of five reionales organizations AT-Large 
(Thin), representatives of structures AT-Large (ALSes), coordinators of 
he connects AT-Large, delegates of AT-Large before the Committee of Nominations 
(NomCom), and representatives of community AT-Large. 

The following formal meetings of AT-Large were carried out during 
39Âº Encuentro of ICANN in Cartagena: 

· A session of work of complete day of ALAC and Regional Leadership 

· A meeting of the Equipment To de Trabajo in improvements of AT-Large 

· A monthly encounter of NARALO 

· A LACRALO exhibition 

· A monthly meeting of APRALO

The LACRALO exhibition honored the vibrant and diverse Organization 
Regional of AT-Large for Latin America and the Caribbean. The Dr Alexander 
Pisanty presented/displayed a speech of opening and but of 12 Structures AT-Large 
they  made a review of its activities and profits. 

AT-Large juice a fundamental roll in the organization and unfolding of 
two meetings between circumscriptions (constituencies): 

· Joint Meeting AFRALO/AfrICANN 

· Promotion of the Competition, Loyalty to the Consumer and Selection of 
Consumer. 

Also, the members of AT-Large that participated in 39Âº Encuentro of 
ICANN participated actively in meetings that were not of AT-Large. And 
they prepared reports of those sessions, that provided with summaries of 
sessions as well as emphasized questions of importance for 
community AT-Large 

Between the many related subjects to policies and discussed procedures 
during his meetings, it are several to ALAC would like to bring to collation: 

· * Asuncio'n of a director of the Board of ICANN chosen by the community 
AT-Large * - Sebastien Bachollet, the Director of the Board ofICANN 
selected by community AT-Large, it will assume after the conclusion of 
General Annual encounter of ICANN the 10 of December of 2010. This one is 
first Director of the Board selected by community AT-Large to occupy 
a place in board from year 2000. Like ALAC president, I noticed that 
from ALAC and AT-Large (RALOs and ALSes) we have indeed been 
involved and contributing this one process. Also I would like to congratulate a 
the original postulantes of the Declaration of Interest and tothe final list 
of candidates involved in this one landmark for AT-Large and ALAC, and sincerely 
to thank for to all by its will on watch in ICANN and ours to them 
community, and at the same time to offer our but sincere conmiseraciÃ³n a 
Alan Greenberg and our congratulations to SÃ©bastien Bachollet. 

· * Declaration of ALAC on the proposal Guide for the Final Aspiring * - 
During the meeting of discussion of policies (part 2) of ALAC Tuesday, 7 
of December, ALAC ratified the Declaration of ALAC on the proposal "Guide 
for the Final Aspiring "with a vote from 12 to 0. The declaration will be sent 
to the consultation to the public at the moment opened. 

· * Declaration of ALAC on the proposal of reform of statutes to 
terms of transition for members of the Board. * - ALAC voted 12:0 in favor of 
to ratify the ALAC declaration on the proposal of reform of 
statutes in the referred thing on credit of transition for members of the Board. 

* Approval of the first draft of statute 1,0 of DSSR * - During the meeting 
of discussion of policies (parte2) of carried out ALAC Tuesday, 7 of 
December, ALAC approved the First draft of statute 1,0 of DSSRwith a vote 
of 10 to favor and one abstention. 

· * Declaration of Cartagena of the African community of ICANN to near 
support to new gTLD * - ALAC wishes to make a mention special of, and to give 
but the high congratulaciones to the preparatory work and declaration of 
African community of ICANN (AfriICANN and AFRALO), relative to the support stops 
the new aspirings for gTLD. (and added to my report for its reference 
and attention). 

· * Declaration of Cartagena of the African community of ICANN on the support 
to the African participation in the process of development ofpolicies in 
ICANN*-ALAC also praises the African community of ICANN by 
development and adoption of the declaration of Cartagena thatit looks for to improve 
quality of the participation of this one vibrant community through 
implementation of a campaign of awareness at local levels and 
regional, that will serve like a first passage towards a creation program as 
capacities for the African community of ICANN. 

· * Updates of Leadership in ALAC and AT-Large * - the Annual encounter 
General of 2010 marks a change in the leadership within ALAC and 
regions of AT-Large.

* Activities of AT-Large from 38**Âº ** Encuentro of ICANN in Brussels * 

The community of AT-Large, consisting of ALAC, five Thin and 129 Structures 
AT-Large continued with its development of policies and activities of reach and 
diffusion between 38Âº Encuentro of ICANN happened in Brussels, Belgica in 
June of 2010 and 39Âº Encuentro of ICANN carried out in Cartagena, 
Colombia in December of 2010. 

During this one period, ALAC sent 8 declarations of policies to the Board. 

The subjects of the declarations of ALAC policies were the following ones: 

· Declaration of ALAC on the report of the Communitarian Work group a 
near the implementation of the new Recommendation Number 6 ofgTLD of 
GNSO 

· Declaration of ALAC on the initial report in Vertical Integration. 

· Declaration of ALAC on the first draft of Guide of Aspirings v4 

· Answer of the CEO of ICANN to the joint letter of presidents of the GNSO, 
ccNSO and ALAC on the establishment proposed by ICANN of a DNS-CERT 

· Declaration of ALAC on Reporte Inical of the Recovery of Names 
of Dominio Post-Expiracio'n (PEDNR) 

· Declaration of ALAC on Work groups in Processes of Development of 
Policies (PDP) 

· Declaration of ALAC on the policy of ICANN trips 

· Declaration of ALAC on the subsection of RAA 3.7.7.3 

Members of ALAC, the Regions and our ALSes have become jumbled 
directly with the development of policies and produced processes of ICANN 
within or with other parts of ICANN. These include, without limiting itself: 

· Two (2) Members in the Work group of Overhaul in Regions 
Geographic 

· Four (4) Members in the RAA Sub Team A: Group of First draft of 
rights of the Registrantes 

· Three (3) Members in the RAA Sub Team B: Group of Additional Reforms 

· Three (3) Members in the Work group of Recovery of Names of 
Dominion post Expiration 

· (1) a Member in the Committee of Direction of Procedures of Policies 
(PPSC) Equipment of Procedures of Development of Poli'ticas (PDP) 

· A member in the Committee of Direction of Procedures of Poli'ticas (PPSC) 
Equipment Group of Trabajo (WG) 

· Two (2) Members in the Work group 1 of ccNSO IDN PDP 

· Two (2) Members in the Work group of Policies for the Recording 
of Abuses

Like average increasing knowledge and capacities within 
community AT-Large, to become jumbled indeed in the procdimiento of 
development of ICANN policies, eight calls to community AT-Large 
they had between 38Âº and 39Âº Meeting of ICANN. These calls to 
community was: 

· Call to the Community on Final Gui'a for the Aspiring 

· Call to the Community with Candidates to the Board of AT-Large 

· Call to the Community on Rec 6 

· Call to the Community on SSR 

· Call to the Community: Intermediate training in Wiki de Confluencia 

· Call to the Community: Training for nascent in Wiki of 
Confluence 

· Call to the Community on support to trips of AT-Large 

· Call to the Community On Initial Reporte in Vertical Integration 

5 Regional Organizations AT-Large (Thin) have exceptionally been 
occupied between 38Âº and 39Âº ICANN encounter. Its reports of activities

During this one period, five new structures AT-Large (ALSes) have been 
credited and two organizations they are, at the moment, in the stage of

* Improvements in AT-Large **- ** Been present and Next Steps*

From 38Âº Encuentro of ICANN in Brussels, bases and progresses 
significant they have been obtained in the implementation of the improvements of 
AT-Large. This one progress is the result of the work of the four Groups of 
work in Improvements (WTs) in collaboration with the Project manager 
of Improvements of AT-Large and other members of the staff.
The WTs in Improvements of AT-Large every two weeks meet. There is each one him 
it has assigned the implementation of a portion of related recommendations 
that they began with Final Reporte of the Work group of Overhaul in 
Improvements of ALAC (Feb 2009). These recommendations are divided in tasks 
practices listed in the Summary of Implementation of Improvements Simplified 
of AT-Large. 

The table but down summarizes the work done to date in the respective a 
the imlpementaciÃ³n of the 13 recommendations for improvements in AT-Large. To the day 
of today, the considered date to execute those recommendations not yet 
complete it is March of 2011.

legal department of ICANN, for the statutory reforms that lack.

The Regional members of ALAC and Leaders wanted to extend their sincere one

Marilyn Vernon, to provide with aid the 24 hours of the day, the 7 days of
