The following is a summary of the positions in the Declaration: - The revision contains parts of the analysis that are defective. - The RALO-ALS structure may appear to create layers and barriers, but in Reality promotes the contribution of the members when it is executed correctly. - Local ALS provides linguistic support for policies. - 3 out of 5 RALOs provide for individual users to become involved Directly and the remaining 2 are working on mechanisms for Commitment of the users. - Participation in working groups is possible for any member, Either through an ALS or directly. - Therefore, we do not believe that the Empowered Membership Model such as Is currently designed would be of benefit to the Community, Especially as it would mean a disturbance to At-Large. - We also do not support the use of the Nominating Committee for Select a group of candidates and a random selection for the Seat 15, as this completely takes away the ability to choose a candidate For the ICANN Board. - We agree with some of the other recommendations that really Help improve the effectiveness of our community's work So far, the other four RALOs have ratified the Declaration by Consensus or by formal votes.
