On top of the inertial trend to see less and less distance between ccTLD and gTLD operations, including ccTLD masquerading like .tv or .co (really sold as generics but operated as ccTLDs), I think it's timely to: 1. remind everybody, esp. those new to this group, that ccTLD operations are NOT bound by the legal framework that applies to gTLDs and thus neither the Registry Accreditation Agreement, nor the Registry-Registrar Agreement, and therefore also none of the consumer protection measures that the At Large has contributed to create apply (and thus these mergers and acquisitions are huuuuge loopholes); 2. observe that many in the LAC At-Large community are associated (to different extents) with the management of the ccTLD in their/our country. As these operations continue, our vigilance must rise also locally, and as a community we have again to intensify our scrutiny for conflicts of interest. The At Large has to be especially attentive in this field because it affects all users, and the GNSO and ccNSO silos deliberately make it hard to adddress crossover issues, so the At Large is the only field within ICANN where all eyes come together to scrutinize these new objects jointly.
