Dear Claire and region, I have read the strategy document, in addition to listening to the presentation at the monthly call, I agree that it is an ambitious plan that, if fulfilled, will have a very active region during this fiscal year. As the region's liaison with the Subcommittee of Outreach and Engagement, since unfortunately I was not called to prepare it, I would like to have the final version, once it is approved by the region, since, as always, I have to present it to the subcommittee or other instances of the ALAC. Hi, some observations: 1. The plan as presented is not framed within either LACRALO's Strategic Plan for the same period nor (at least not explicitly) to any other ICANN plans, whether At Large or ICANN-org. This should be remedied ASAP for a second round of comments. 2. There are no quantitative, measurable goals (remember the acronym SMART); this should be remedied by the drafting party. 3. The plan does not clearly link actions to the "Policy First" Agenda agreed in the General Assembly of 2023 as well as in the process of 2014-2016. Every action by LACRALO has to be explained, measured, and assessed according to its clear causal linkage to policy production in formal PDPs. Which leads to the next: 4. There is no clear Theory of Change between the proposed actions and their effects for the above mentioned. 5. One goal that must be included is a quantitative goal of bringing in new organizations as ALSs. There is a perverse incentive for each country's presently existing ALS to avoid recruiting new organizations as ALS, as this would divide the weight of their votes by half. It will be argued that this is particularly difficult to achieve in countries with small populations, to the disadvantage of those with a rich, thriving technical and social community around the Internet; still the goal must be to add at least one ALS per country in the following 12 months. 6. There is no measure of transparency and accountability for the participants, as to actually taking up the activity agreed, assessing its quality, relevance, and impact with the intended audience, and feedback from said audience. This reinforces the impression that LACRALO refuses any measure of accountability. So be it as long as it is thought that LACRALO is an isolated entity. However, this reflects badly on the perception of the At-Large in general, and of ICANN in a broader sense, and even more impactfully, on the multistakeholder processes in general. In the year that the GDC and related UN SG and AG processes are being launced LACRALO would be doing a great disservice to the Internet governance community by not being scrupulously disciplined in this respect. So, the plan must include such measures as well in the next draft to be circulated with time enough for comments before the June 7 deadline. Claire, no, no, no, this should be pretty clear. You sent out a draft for comments, got comments. Now it is incumbent on the drafting team to absorb all comments and send a new draft, with at least 24 hours advance to the deadline of June 7. This is a basic process issue which should merit no further discussion. If you as Secretary are not involved the only step left is to pass it on to those who were, and follow up requiring a new version on time and circulating it. It is not only my observations that need to be absorbed. The statement that the plan may be overly ambitious should also generate a cycle of review, so that the drafters can wirte what the goals are, what happens if not all are met, so also if not all resources (people, money, availability of timeslots for meetings, admission into meetings, etc.) come together, the community knows what the fallback plan is. Dear Claire, According to the ICANN Stakeholder Tool (https://bitly.com/ICANNST), there are 12 countries in the LAC region that do not have At-Large Structures. These are : Antigua and Barbuda (.ag) Bahamas (.bs) Belize (.bz) Bonaire, Sint Eustatius and Saba (.bq) The Commonwealth of Dominica (.dm) Grenada (.gd) Guatemala (.gt) Saint Barthélemy (.bl) Saint Kitts and Nevis (.kn) Saint Martin (French part) (.mf) Sint Maarten (Dutch part) (.sx) Republic of Suriname (.sr) Outreach should therefore be targeted to get suitable organisations in these 12 countries to join At-Large. Initiatives such as Community Regional Outreach Program (CROP) could be used for such outreach. However, the proposed CROP strategy in the draft document says "1. Whenever a new outreach opportunity becomes available, the LACRALO leadership will send an email to the community, informing them about the opportunity, and inviting members to apply to the CROP. 2. All LACRALO members are eligible to apply for the CROP program. 3. To apply for a CROP opportunity, members should follow the application process: https://community.icann.org/display/soacabout/Community+Regional+Outreach+Pr... 4, If there are more than two LACRALO members applying for the same CROP opportunity, the LACRALO leadership will invite the community to vote on the selection of the candidate who will be granted the CROP slot" This proposed strategy can unnecessarily create delays in filing a successful CROP application to an outreach event given the need to submit and get approved a CROP application 6-8 weeks before the outreach event. Given that LACRALO leadership will advertise a CROP opportunity, the LACRALO leadership should first reach out to ALS members that are in the subregion of the CROP outreach event to attend. Only if persons from the subregion are not able to attend, then it goes out to the wider LACRALO. Dear Dev, Excellent observations and suggestions. Of course our region should reach out to all the countries where there is still no presence, as a priority. I guess that will be part of the O&E strategy. I agree with your view regarding CROP fundings. Also I think we should also work to discredit all ALS which are not more engaged with ICANN for different reasons, so we can have an updated and real list of LACRALO's ALS. I understand Lilian De Luque is our regional's liaison with O&E, but do we have a group working on this? If not, how is our region going to take action on the plan? Laura, thanks for the statement. Several of us have insistently proposed that all ALS's must be reaccredited from scratch. It is the only way forward. The criteria for this have already been laid on the table. It will spare us much shame in the future. Regarding CROP funding there is one more request we have already made and has not been honored. Since LACRALO leadership will filter the proposals, it must lay out a proposal for criteria, process, and timelines for such approval, and get it voted. The attached version 2 of the document includes *some *of the suggested changes.Unfortunately no input has been received from the drafting team to absorb all of the comments into this new draft. Some of the territories named by Dev are still in colonial ties to Europe and usually counted as political entities of the metropolitan power; count the Dutch territories of Bonaire, St. Eustatius and Saba and St. Maarten and the French territories of Saint Martin and Saint Barthelemy. Any ALS developed would likely be EURALO-affiliated but may decide - as is the case with Martinique - to caucus with LACRALO. We in the Caribbean actively encourage such associations. We have exploited connections to the telco and tertiary education sectors plus regulators to advance the ICANN agenda across CARICOM. The Caribbean Internet Governance Forum (CIGF) has been a principal vehicle for enabling these connections. CROPP outreach to Suriname has resulted in an ISOC chapter but not an ALS to date. Outreach to the Bahamas, Dominica and Belize has resulted in active participation in the ccNSO; we know the individuals and they caucus with the Caribbean-in-ICANN grouping. Given that LACRALO leadership will advertise a CROP opportunity, the LACRALO leadership should first reach out to ALS members that are in the subregion of the CROP outreach event to attend. Only if persons from the subregion are not able to attend, then it goes out to the wider LACRALO.

Hi, since the revised plan did not incorporate planning technique and only absorbed a few actions related to "discrediting" (should be disaccrediting, I think) ALSs, Laura's motion seems worthy of consideration. I move that Alberto Soto be designated Convener of a Standing Working Group on Planning and be given all support possible by the community. His proven professional experience over decades, and his previous contributions to LACRALO planning, are a solid guarantee that, if properly supported, this work can produce good results.
