Re: [lac-discuss-en] [lac-discuss-es] RV: Google Alert - working group internet governance
[[-- Translated text (es -> en) --]] Thank you very much Alejandro for such an intense and interesting article. From my quick reading, the first question arises: Will there be pyrrhic victories? I think there may be several... Nobody agrees on whether or not to regulate Artificial Intelligence. This article cites that Europe is drafting its legislation on the matter. The legislation has already been enacted. There are several countries that have done it and others are on the way. Not even the WTO could agree from 2017 to 2020, and as mentioned, the pandemic paralyzed this issue. Others, like cyberwar, are in full swing. And when two countries go to war, what rules will they respect? And it would be endless to mention topics by topics, meetings by meetings. Those already carried out and those that are planned, for example, for this year. I copy this paragraph that informs about the upcoming meetings: “The G20 summit will meet on December 1, 2024 in Rio de Janeiro (Brazil). The G7 summit is scheduled for June 13-15, 2024 in Apulia, Italy. In October 2024, Russia will host the BRICS summit in Kasan. Kazakhstan chairs the Shanghai Cooperation Organization (SCO) and will host the 2024 SCO Summit in Astana. And there are other high-level meetings of ASEAN, APEC, OSZE, OAS and other organizations, which have cybersecurity, digital cooperation and Internet governance on their agenda. The G20 has a "Digital Economy Working Group". Four meetings are planned, including a ministerial meeting. The G7 holds an annual meeting of digital ministers. They will meet on March 15, 2024 in Verona. Russia has announced that it will give a high priority to cybersecurity and digital cooperation ahead of the BRICS summit in Kasan. The BRICS now have, in addition to the five original members (Brazil, Russia, India, China and South Africa), five new members: United Arab Emirates, Saudi Arabia, Egypt, Ethiopia and Iran. And there is an endless chain of other high-level expert meetings, such as NetMundial, CyFy, CyCom, Rights Con, Lisbon WebSummit, ICANN and IETF meetings, and the IGF in Ryad in December 2023. Will this "Flying Circus of "Internet Governance" to find common solutions to global problems? I always asked myself the following. On many occasions GAC members outnumbered government representatives at the UN. MY next question. Do GAC representatives differ so much from their fellow UN representatives? The author defends the motto of ICANN, but fragmentation and geopolitics do not go that way. It sheds light on many external influences that are not always manifest and that can definitively distort the variables on which the design and operation of the governance system that we are obliged to defend and promote is based, and imposes transparency obligations on some participants, in particular. Particularly those who have repeatedly told us that, due to the limited availability of experts in their communities, they cannot separate their roles associated with their participation in civic, technical, business, and government entities. A constant update is available in the publications of the ICANN section dedicated to the relationship with governmental and multilateral entities, but before asking there for updates and clarifications, reading Prof. Kleinwaechter's article will locate the main coordinates currently at play and its possible influence. A judicious analysis, in turn and consequently, can lead to weighing the efforts that each of our current and proposed activities merit.
