Estimados, acabo de subir a la wiki mi comentario, con sugerencia de no aceptar la certificación. Copio abajo el mismo comentario:

Observaciones luego de la lectura de sus Estatutos, procedimientos y contenido de página web: Difiere la misión contenido en el Estatuto: "... políticas, implementar estrategias y coordinar acciones orientadas a reducir la brecha digital a través del impulso de las Tecnologías de la Información y la Comunicación en todos los sectores y ámbitos de la sociedad." El estatuto en general, está orientado: "...ciudadanía, empresas e instituciones públicas y privadas." Nunca indica acciones orientadas a personas en forma particular.

Observaciones en la página web: La misión: " Favorecer y coordinar las relaciones del gobierno con la sociedad boliviana mediante la gestión de instrumentos en TICs en todos los sectores y ámbitos." En "Acerca de nosotros", el motivo de su creación: "Creada para coadyuvar al Estado Plurinacional de Bolivia a la planificación, dirección y ejecución de las acciones necesarias para implementar el Gobierno Electrónico en el país mediante la difusión y uso de las Tecnologías de la Información y Comunicación (TIC)."

Solo se cita al usuario final de internet una vez , en "Acerca de nosotros", pero todas las acciones apuntan a servir en el ámbito gubernamental, aclarándolo específicamente. Esto puede verse en "Funciones principales", "Misión", "Política de calidad", "Objetivos institucionales", "Estrategia general", "Demanda" (Orientación comercial", "Contenidos y Servicios" (orientación comercial), "Tecnología" (orientación comercial). En "Factores de éxito, Liderazgo político", requiere "participación activa y directa de funcionarios del gobierno." En "Componentes de trabajo" está orientado a gobierno y empresas. Respecto a "Servicios", es netamente comercial.

Desde el momento de su creación, no hubo ninguna acción destinada al usuario final de internet, y por lo expuesto precedentemente, todo su accionar está orientado, con criterio comercial, a trabajar con empresas y gobierno de su país.

No tiene en sus estatutos, ni en sus procedimientos, ni en su página web, nada que permita vislumbrar un trabajo previo o futuro con el usuario final (no comercial) de Internet, por lo cual, no debería ser certificada.
