Escribo esto mientras particip a distancia en la sesión dirigida por Veni Markovski sobre procesos internacionales y geopolíticos. La ausencia de Latinoamériaa y el Caribe es notable primero, por la falta de participantes, y segundo, por la ausencia de menciones a nada que tenga que ver con la región, vamos, ni apenas tantito a NetMundial. Hola Alejandro nuevamente, entiendo que es solo un pedido de ingreso a la netmundial+10, el acceso es restringido a un número determinado de asientos. no hay hasta donde yo sé aportes para viajes y hotelería. El Board, en la reunión que mantuvimos, nos mandó literalmente a pedirle a nuestros gobiernos. En síntesis, aquel que quiera asistir deberá procurar su pasaje y hotelería. Yo creo que la Net mundial tiene un fuerte componente político, la primera edición fue muy potente. Aquellas organizaciones que puedan participar sugiero que lo hagan, en el caso de Internauta trataremos de ir representandonos a nosotros mismos. Gracias, Lía, Harold, Sergio por sus muy orientadoras respuestas. No omito expresar mi reacción de que se trata de un proceso complicado y con áreas de opacidad. Concuerdo con Sergio en que si hubiera un lugar oficial para la participación *oficial y representativa* de LACRALO, ésta debe ser acordada en LACRALO y "por default" corresponde a la Presidencia. Esto lleva el sobreentendido, que debe ser ratificado formalmente, de iniciar inmediatamente un proceso de consulta para asegurar la reprsentatividad de las posiciones a presentar, y la formación de un grupo tipo "cuarto de guerra" o "friends of the Chair" que acompañe, presencial y a distancia, esa participación, para poder elaborar respuestas rápidas a posiciones y situaciones que se presenten. También se debe tomar en cuenta que LACRALO hasta donde recuerdo no tiene entidad jurídica propia, en tanto que forma parte de ICANN. A los colegas que se han referido favorablemente a los resúmenes de las sesiones, gracias por sus comentarios. Estimado Alejandro Gracias por añadir oportunas reflexiones. Estoy de acuerdo, más que por default, por la simple naturaleza misma de la representación que Lacralo esté representado por la Presidencia, si no " pa que" la dignidad. Pero aquella no basta sin que haya retaguardia, para ponernos a tono, en un grupo de apoyo que puede estar en un cuarto, en una trinchera o en un espacio de coordinación para una respuesta eficaz a desafíos inesperados en escenario de las operaciones. No omito expresar mi reacción de que se trata de un proceso complicado y con áreas de opacidad.
Concuerdo con Sergio en que si hubiera un lugar oficial para la participación *oficial y representativa* de LACRALO, ésta debe ser acordada en LACRALO y "por default" corresponde a la Presidencia. Esto lleva el sobreentendido, que debe ser ratificado formalmente, de iniciar inmediatamente un proceso de consulta para asegurar la reprsentatividad de las posiciones a presentar, y la formación de un grupo tipo "cuarto de guerra" o "friends of the Chair" que acompañe, presencial y a distancia, esa participación, para poder elaborar respuestas rápidas a posiciones y situaciones que se presenten.
También se debe tomar en cuenta que LACRALO hasta donde recuerdo no tiene entidad jurídica propia, en tanto que forma parte de ICANN.
A los colegas que se han referido favorablemente a los resúmenes de las sesiones, gracias por sus comentarios. Estimados Integrantes de LACRALO Aprovecho este mail y en virtud de lo solicitado por el compañero Alejandro Pisanty, a quien se agradece la permanente presencia en todo lo relacionado con nuestra región y que colabora con interesante comentarios y aportes en información, para pasarle un breve informe que, por cuestiones de tiempo y por omitirse en la jornada de cierre 7/3, la inclusión del mismo en el resumen de informes de comisiones del ALAC; sumado a que en la misma sesion de IFR2 no había traducción, tampoco del documento ni la grabacion, pero que luego pudimos lograr junto con el compañero Sergio Salinas Porto. El mismo corresponde a la sesión del 06/03 IFR2 El *Equipo de Revisión de la Función de Nombres de IANA (IFR2)* se centró en la evaluación de la gestión de nombres y números en Internet. A continuación, presentamos las conclusiones específicas y los puntos de acción derivados de su reunión y sesión de trabajo: 1. *Funciones de la IANA*: La IFR2 reafirmó la importancia de las funciones de la *IANA* en la asignación de recursos críticos de Internet, como direcciones IP, números de sistema autónomo (ASN) y parámetros de protocolo 2. *Transparencia y Responsabilidad*: Se enfatizó la necesidad de que la IANA cumpla con las expectativas y necesidades de sus clientes de nombres. La IFR2 se comprometió a evaluar el desempeño de la IANA en función de los requisitos contractuales en el *Contrato de Función de Nombres de IANA* y la *Declaración de Trabajo de la Función de Nombres de IANA*. 3. *Metodología de Investigación*: El equipo de revisión definió una metodología inicial para llevar a cabo investigaciones detalladas. We, the members of the High-Level Executive Committee of NetMundial+10, would like to share some relevant information about the upcoming event.
High-Level Executive Committee
As announced by CGI.br, the High-Level Executive Committee (HLEC) <https://netmundial.br/HLEC> will oversee the organization of the event, shaping details such as the program, modes of participation, and expected outcomes. The Civil Society Group of the HLEC is composed of the following names: (a) Anita Gurumurthy (IT4Change), (b) Bia Barbosa (RSF); (c) Bruna Santos (Digital Action); (d) Grace Githaiga (KictaNet); (e) Jason Pielemeier (GNI). Valéria Betancourt (APC) is our stakeholder group representative in the Co-Chairs group of the HLEC.
The HLEC group was also sub-divided into 3 working groups on (a) Consultation, (b) program and (c) Participation. So far, our approach to the discussions have all aimed at ensuring linkages with other processes; consideration of structural inequality and exclusion matters as well as barriers for MS engagement in the framing of the consultation and agenda; an open, inclusive and transparent NM+10 process.
Dates and Participation
As announced at the website <https://netmundial.br/>, the event is set to take place in São Paulo, at the Grand Hyatt Hotel, on the 29th and 30th of April 2024. A form for the submission of statements of interest for participation (online and onsite) will be launched in the coming days. Through the assessment of pre-defined diversity criteria CGI.br will define the final list of participants.
Format of the event
The event is being conceived in a similar format to the initial edition <https://netmundial.br/2014/pt/>: 2 days of discussions, with an opening session on the morning of the 29th and a closing ceremony at the end of April 30th. Participation onsite will be limited to up to 100 people per stakeholder group, but the HLEC has also confirmed CGI.br initial intention to host the event as a hybrid one with equal footing of participation for online and onsite participants.
Subject and outcomes
As previously announced by CGI.br, the event will follow the already announced framework of talking about current challenges for multistakeholderism and digital governance - and in the opinion of our SG group the values of equity, justice, and people's participation we hold dear as civil society.
NetMundial+10 Secretariat and the HLEC are already working on a draft consultation document about two points: (a) Principles (drawing on the landmark 2014 document <https://document.netmundial.br/1-internet-governance-principles/>); and (b) a common structured agenda named "a new agenda for the future evolution of the digital world".

Marcelo, muchísimas gracias por este informe. Es alentador ver que desde nuestra comunidad se participa en el seguimiento de la función de IANA. Como sabemos todos, las organizaciones de la sociedad civil y las pequeñas empresas no tenemos contacto directo como clientes de esta función, pero eso no hace menos importante su seguimiento. Quienes sí están en contacto directo con ella son los ISPs. En el caso de Argentina, y sobre todo fuera de la ciudad capital, esto sí nos queda un poco más cerca pues hay numerosos ISPs y también IXPs, que son una iniciativa para mejorar la conectividad que allá se ha desarrollado excepcionalmente bien. Ojalá este informe sirva como pretexto para entrar en contacto con ellos y el sector de servicios, para mantener codo con codo a los distintos "stakeholders" en la "orilla" y no sólo en el punto central de coordinación constituido por IANA y por ICANN más en general. Añado, con la perspectiva del largo plazo, que es muy satisfactorio que la función de IANA siga siendo bien evaluada, toda vez que los criterios y métricas son cada vez más exigentes. En el caso de Argentina, y sobre todo fuera de la ciudad capital, esto sí nos queda un poco más cerca pues hay numerosos ISPs y también IXPs, que son una iniciativa para mejorar la conectividad que allá se ha desarrollado excepcionalmente bien. Ojalá este informe sirva como pretexto para entrar en contacto con ellos y el sector de servicios, para mantener codo con codo a los distintos "stakeholders" en la "orilla" y no sólo en el punto central de coordinación constituido por IANA y por ICANN más en general.
Añado, con la perspectiva del largo plazo, que es muy satisfactorio que la función de IANA siga siendo bien evaluada, toda vez que los criterios y métricas son cada vez más exigentes. Es un triunfo más bien silencioso pero crítico del modelo multisectorial de ICANN.

Aprovecho este mail y en virtud de lo solicitado por el compañero Alejandro Pisanty, a quien se agradece la permanente presencia en todo lo relacionado con nuestra región y que colabora con interesante comentarios y aportes en información, para pasarle un breve informe que, por cuestiones de tiempo y por omitirse en la jornada de cierre 7/3, la inclusión del mismo en el resumen de informes de comisiones del ALAC; sumado a que en la misma sesion de IFR2 no había traducción, tampoco del documento ni la grabacion, pero que luego pudimos lograr junto con el compañero Sergio Salinas Porto.
El mismo corresponde a la sesión del 06/03 IFR2
El *Equipo de Revisión de la Función de Nombres de IANA (IFR2)* se centró en la evaluación de la gestión de nombres y números en Internet. A continuación, presentamos las conclusiones específicas y los puntos de acción derivados de su reunión y sesión de trabajo:
1. *Funciones de la IANA*: La IFR2 reafirmó la importancia de las funciones de la *IANA* en la asignación de recursos críticos de Internet, como direcciones IP, números de sistema autónomo (ASN) y parámetros de protocolo 2. *Transparencia y Responsabilidad*: Se enfatizó la necesidad de que la IANA cumpla con las expectativas y necesidades de sus clientes de nombres. La IFR2 se comprometió a evaluar el desempeño de la IANA en función de los requisitos contractuales en el *Contrato de Función de Nombres de IANA* y la *Declaración de Trabajo de la Función de Nombres de IANA*. 3. *Metodología de Investigación*: El equipo de revisión definió una metodología inicial para llevar a cabo investigaciones detalladas. Además, se está desarrollando un plan de divulgación para obtener aportes tanto de los clientes directos de la Función de Nombres de IANA como de la comunidad más amplia de ICANN. 4. *Participación de la Comunidad*: Se alentó a la comunidad a involucrarse activamente en el proceso de revisión. Los observadores pueden seguir las discusiones a través de listas de correo, asistir a reuniones virtuales o presenciales y enviar comentarios por correo electrónico al equipo de revisión.

Estoy de acuerdo, más que por default, por la simple naturaleza misma de la representación que Lacralo esté representado por la Presidencia, si no " pa que" la dignidad.
Pero aquella no basta sin que haya retaguardia, para ponernos a tono, en un grupo de apoyo que puede estar en un cuarto, en una trinchera o en un espacio de coordinación para una respuesta eficaz a desafíos inesperados en escenario de las operaciones.
Pongo a disposición mi apoyo desde la Mitad del Mundo porque en Quito hay un grupo organizado alrededor del seguimiento a los escenarios de la Gobernanza del Internet que promueve sobretodo Naciones Unidas.

No omito expresar mi reacción de que se trata de un proceso complicado y con áreas de opacidad.
Concuerdo con Sergio en que si hubiera un lugar oficial para la participación *oficial y representativa* de LACRALO, ésta debe ser acordada en LACRALO y "por default" corresponde a la Presidencia. Esto lleva el sobreentendido, que debe ser ratificado formalmente, de iniciar inmediatamente un proceso de consulta para asegurar la reprsentatividad de las posiciones a presentar, y la formación de un grupo tipo "cuarto de guerra" o "friends of the Chair" que acompañe, presencial y a distancia, esa participación, para poder elaborar respuestas rápidas a posiciones y situaciones que se presenten.
También se debe tomar en cuenta que LACRALO hasta donde recuerdo no tiene entidad jurídica propia, en tanto que forma parte de ICANN.
A los colegas que se han referido favorablemente a los resúmenes de las sesiones, gracias por sus comentarios. Ojalá en las próximas digamos 48-72 horas estemos leyendo informes similares de todas las numerosas otras sesiones en las cuales participaron miembros de LACRALO y sobre todo, las y los representantes, que tienen esto como obligación para responder al ambiente de cambio rápido que se presenta en algunas áreas, y para poder incorporarlos, como algunos han sugerido, a las reuniones mensuales.
Que tengan buen regreso a casa quienes están en Puerto Rico.

Escribo esto mientras particip a distancia en la sesión dirigida por Veni Markovski sobre procesos internacionales y geopolíticos. La ausencia de Latinoamériaa y el Caribe es notable primero, por la falta de participantes, y segundo, por la ausencia de menciones a nada que tenga que ver con la región, vamos, ni apenas tantito a NetMundial. Hay una larga cuesta que escalar.

We, the members of the High-Level Executive Committee of NetMundial+10, would like to share some relevant information about the upcoming event.
High-Level Executive Committee
As announced by CGI.br, the High-Level Executive Committee (HLEC) <https://netmundial.br/HLEC> will oversee the organization of the event, shaping details such as the program, modes of participation, and expected outcomes. The Civil Society Group of the HLEC is composed of the following names: (a) Anita Gurumurthy (IT4Change), (b) Bia Barbosa (RSF); (c) Bruna Santos (Digital Action); (d) Grace Githaiga (KictaNet); (e) Jason Pielemeier (GNI). Valéria Betancourt (APC) is our stakeholder group representative in the Co-Chairs group of the HLEC.
The HLEC group was also sub-divided into 3 working groups on (a) Consultation, (b) program and (c) Participation. So far, our approach to the discussions have all aimed at ensuring linkages with other processes; consideration of structural inequality and exclusion matters as well as barriers for MS engagement in the framing of the consultation and agenda; an open, inclusive and transparent NM+10 process.
Dates and Participation
As announced at the website <https://netmundial.br/>, the event is set to take place in São Paulo, at the Grand Hyatt Hotel, on the 29th and 30th of April 2024. A form for the submission of statements of interest for participation (online and onsite) will be launched in the coming days. Through the assessment of pre-defined diversity criteria CGI.br will define the final list of participants.
Format of the event
The event is being conceived in a similar format to the initial edition <https://netmundial.br/2014/pt/>: 2 days of discussions, with an opening session on the morning of the 29th and a closing ceremony at the end of April 30th. Participation onsite will be limited to up to 100 people per stakeholder group, but the HLEC has also confirmed CGI.br initial intention to host the event as a hybrid one with equal footing of participation for online and onsite participants.
Subject and outcomes
As previously announced by CGI.br, the event will follow the already announced framework of talking about current challenges for multistakeholderism and digital governance - and in the opinion of our SG group the values of equity, justice, and people's participation we hold dear as civil society.
NetMundial+10 Secretariat and the HLEC are already working on a draft consultation document about two points: (a) Principles (drawing on the landmark 2014 document <https://document.netmundial.br/1-internet-governance-principles/>); and (b) a common structured agenda named "a new agenda for the future evolution of the digital world".
