In the main document, I have added a reference to "locale" to decrease the risk that the readers will think that it is just a misspelling of "local". The reference point to text in Wikipedia. In section 6.4.2.2: I have added a pointer to the reference. In section D.5.2 (appendix D.5): I have tried to address the comments by Dennis. I have also updated how we talk about "locale" to be in line with the updated text in 6.4.2.2. I have done some small changes of the text to make it clearer. I have added text about the informal tests that we conducted with web browsers under Turkish locale. Please review.
