[Latingp] GP proposal version 12

Dear colleagues, I have prepared version 12 of GP proposal which could be discussed during our next call. I have removed almost all the text highlighted by Sarmad, I have accepted the changes, and I have tried to resolve or comment some of unresolved comments from IP. Please look both versions i.e 11 and 12 as a preparation for our next call. If we have enough time, after discussing Sarmad’s version 11 we shall proceed with version 12. Regards Mirjana
