[Paper] Local and Internet Policy Implications of Encrypted DNS

Friends and Colleagues, ICANN’s Office of the Chief Technology Officer (OCTO) have issued a new paper entitled “Local and Internet Policy Implications of Encrypted DNS”. The paper touches upon some emerging standards related to the domain name system such as DNS Over TLS (DoT), DNS Over HTTPS (DoH), and others Since the creation of the Domain Name System (DNS), DNS traffic has been sent between computers and recursive resolvers in cleartext, meaning in-path observers could read the requests and responses. Recently, new technologies have been standardized to allow this DNS traffic to be encrypted, so that observers cannot see the information in the requests and responses. Deployment of these new technologies, particularly in browsers, is increasing. The use of encryption for DNS traffic has numerous implications that are now being discussed in earnest in many different forums. Adding privacy to DNS traffic prevents eavesdroppers from gaining valuable information, but it can also prevent network administrators from using DNS as a way to enforce content, access, and other control policies. Recent discussions have shown that the way that DNS encryption is deployed has significant effects on enforcement of local policy. This paper discusses the ramifications of various proposed deployment strategies for encrypted DNS between end user computers and recursive resolvers. Universal Acceptance sessions @ ICANN66

[Apologies for cross-posting] Colleagues, As some of you have been actively engaged with work around Universal Acceptance, I wanted to make sure that you are aware of sessions scheduled to take place at ICANN66 on this topic. Also, some of you were involved in the most recent ME Space in Kobe where UA was the subject of discussion, and there had been follow-up communication between the ME Space coordinating group and ICANN Org on the statement that was issued then. Below you can see the list of sessions with the date / time for each. For those who are going to be in Montreal, I understand your schedules will be busy, so if you are to pick one or two UA sessions to attend, you should pick session 4 (highlighted in red) and if you have time for another session, then pick session 2 (highlighted in yellow). [Report] Are the World’s Top Websites Truly Accessible for Global Audiences?

Friends and Colleagues, The Universal Acceptance Steering Group (UASG) commissioned a new study on the universal acceptance of TLDs across the top 1,000 websites as ranked by Alexa. The methodology consisted of testing 6 different email IDs that were fully ASCII, fully IDN, or a mix of ASCII and IDN. While on the one hand “fully ASCII” email IDs provided very high rates of acceptance, “fully IDN” email IDs scored extremely low. The mix of ASCII and IDN email IDs gave varying results. While the report was conducted on a global scale, stakeholders in Brazil took this project one step further and implemented it at the national level. They tested the 50 most popular websites in Brazil according to Alexa rankings, and the results showed that only 3 websites achieved total Universal Acceptance compliance.
