ICANN Community Excellence Award: Now Accepting Nominations

https://www.icann.org/en/announcements/details/icann-community-excellence-a… The Internet Corporation for Assigned Names and Numbers (ICANN) opened the nomination period for the ICANN Community Excellence Award today. The nomination period will close on 9 January 2025 at 23:59 UTC. Launched in 2014, the Community Excellence Award recognizes ICANN community members who have deeply invested in consensus-based solutions and contributed substantively to the ICANN multistakeholder model. The ideal recipient(s) will have: Participated in the ICANN community for at least five years. Served in multiple ICANN working groups or committees. Collaborated with more than one Supporting Organization (SO) and/or Advisory Committee (AC) in a significant capacity. Candidates will be evaluated by a panel of ICANN community members appointed by the SO/AC chairs. The panel will evaluate candidates using a merit-based point system and the following criteria: Demonstrated ability to work across community lines with both familiar and unfamiliar ICANN stakeholders to build consensus. Demonstrated ability to facilitate dialogue and open discussion in a fair and collegial manner, in a spirit of collaboration shown through empathy, and a sincere desire to engage with people from other backgrounds, cultures, and interests. Demonstrated commitment to the ICANN multistakeholder model and its overall effectiveness through volunteer service via working groups or committees. Please submit your nominations via this form, including detailed information outlining why the nominee meets the award criteria. Self-nominations will not be considered. This round is open only to those who have previously completed an ICANN Fellowship. The ICANN83 meeting is scheduled for 9-12 June 2025 in Prague, Czech Republic. If ICANN83 is held virtually, the Fellowship Program will also be held virtually. The deadline to apply is 24 November 2024, 23:59 UTC. Successful candidates will be announced on 4 February 2025 on https://icann.org/.

ICANN Announces Successful String Evaluation for Libya IDN ccTLD

https://www.icann.org/en/announcements/details/icann-announces-successful-s… The Internet Corporation for Assigned Names and Numbers (ICANN) today announced the successful completion of String Evaluation of the proposed Internationalized Domain Name (IDN) country code top-level domain (ccTLD) string for Libya. The requester is now eligible to apply for string delegation. Details of the evaluation process are provided here: http://www.icann.org/en/resources/idn/fast-track/string-evaluation-completi…. The IDN ccTLD Fast Track Process enables countries and territories to submit requests to ICANN for IDN ccTLDs that represent their country or territory names in scripts other than Latin. It was approved by the ICANN Board in October 2009. The process entails three steps: Preparation (by the requester in the country or territory): Community consensus is built for which IDN ccTLD to apply for, how it will be run, and which organization will be running it, along with gathering all the required supporting documentation. String evaluation: Requests are evaluated in accordance with the technical and linguistic requirements for the IDN ccTLD Fast Track Process. String delegation: Requests successfully meeting string evaluation criteria are eligible to apply for delegation following the same ICANN IANA process as is used for ASCII-based ccTLDs. As of the date of this announcement, 63 requests for a total of 44 countries/territories have successfully passed through the String Evaluation. Of these, 61 IDN ccTLDs representing 42 countries/territories have been delegated in the DNS root zone, with the remainder either readying to apply or actively applying for delegation of the string. ICANN will continue to accept new string evaluation requests in the IDN ccTLD Fast Track Process. ICANN81 Schedule Now Available

The schedule for the hybrid event, which will accommodate both in-person and virtual participation, is now available on the ICANN81 Annual General Meeting website. ICANN81 will take place during regular working hours in Istanbul (Türkiye Time, TRT/UTC+3). In-person attendees must register by 8 November 2024. There will be no on-site registration facilities. ICANN is committed to ensuring that all community members, whether in person or remote, can participate in the ICANN81 Annual General Meeting. For individuals who are not able to travel to the meeting, various remote participation options are available to allow everyone to engage in the discussions. There will be ample opportunities to network and collaborate during the ICANN81 Annual General Meeting. Attendees are encouraged to take advantage of them to meet with colleagues and make new connections. To prepare for ICANN81, join Prep Week on 28, 30, and 31 October 2024. New ICANN Publications Explain Blockchains and Name System Technologies

https://www.icann.org/en/blogs/details/new-icann-publications-explain-block… To help the ICANN community better understand blockchains and their relationship to alternative naming systems, ICANN recently published two documents in the Office of the Chief Technology Officer (OCTO) document series aimed at those with a technical background. OCTO-039, "Introduction to Blockchain Name System Technologies" focuses on the proposed features for a variety of blockchain name systems. OCTO-040, "Introduction to Blockchain Technologies" describes the features common to nearly all blockchains currently in use. Both documents emphasize technology and largely omit the financial aspects of blockchains and blockchain name systems. Additionally, the documents are intended to be neutral, neither promoting nor criticizing the technologies discussed. Neither document includes any policy or position statements from ICANN. Blockchains To understand the technology of blockchain name systems, it is helpful to understand the technology behind the blockchains on which the name systems are based. People are often surprised that what they have heard about blockchains frequently oversimplifies many of blockchain's fundamental features. For example: You do not query a blockchain to find out who has coins: instead, you must query a database that is constantly being updated by additions to the blockchain. Different blockchains have very different ways that they can be trusted, based on technical decisions that are applied when each blockchain is first created. The most common blockchain topics that you hear about, particularly their use for financial systems, are mostly unrelated to the technical underpinnings of the blockchains. A major impediment to learning about blockchain technologies is the loose use of terminology that is used in different parts of the blockchain ecosystem. OCTO-040 adopts terminology that might be more familiar to readers who already understand Internet technologies. The document shows how these more descriptive words and phrases map to terms you might have heard used by blockchain proponents and detractors. Blockchain Name Systems It has become clear that there is no single thing that matches the name "blockchain name system." These naming systems are operated outside of the global Domain Name System (DNS), and their operators have made many different choices from each other about how they want their name systems to work. OCTO-039 covers other features that are being used, including: Associating blockchain account identifiers ("wallet addresses") with blockchain names (which is also possible in the global DNS) Permanently associating other data with blockchain names Using alternative top-level domains ("alt-tlds") in blockchain name systems that are not delegated as TLDs in the global DNS Coordinating with the global DNS by using alt-tlds that match the TLDs that are already delegated in the global DNS What This Means for ICANN Because they are not part of the global DNS, blockchain name systems are able to choose any names they want, without asking permission of any other organization. OCTO-039 describes this in much more depth. Some organizations have already announced that they want greater integration between the global DNS and new blockchain name systems. As these proposals become formalized, the ICANN community can engage with them more effectively if it understands more about the blockchains and the blockchain name systems associated with them.
