Friends and Colleagues, I would like to share with you a new publication by ICANN’s Office of the Chief Technology Officer (OCTO) entitled “Digital Object Architecture and the Handle System”. This report is not intended to endorse the technology nor offer any recommendations regarding its operation. It is based on the set of publicly available technical documents, an analysis of the code published on CNRI website, and a number of interviews with Dr. Robert Kahn and his team at CNRI. The report shares a timeline of activities, a list of entities/countries that are using this technology, and also makes a comparison with the DNS. New ICANN Learn Course - Writing for Policy and Public Comment

In our November WebDebate, we will unpack the ideas and questions behind resources diplomacy – including conflict and co-operation around natural resources and notions of resource protection. We will then zoom in on the Middle East region and discuss the challenges around water resources and their diplomatic responses. Access to – and use of – water has become a critical question in the region and a source of conflict. The effects of climate change will only exacerbate the tensions. We argue that the task of diplomats is to lessen tensions and to find ways of ensuring collaboration and peaceful coexistence around shared water resources. Register for the event Our Speakers Lutine F. de Boer is a senior advisor on environmental policy, urban planning, and water for the Dutch regional government and is currently working with the regional waterboard on the implementation of the Dutch National Climate Adaptation Strategy. In 2005, she completed Masters programmes in both Civil Law and Environmental Policy from the University of Groningen, the Netherlands. In 2015, Lutine graduated from the Contemporary Diplomacy programme (MA) at the University of Malta (Diplofoundation) with distinction. She wrote her thesis dissertation on regional water co-operation in the Arab/Israeli conflict. Dr Katharina E Höne is a senior lecturer and researcher at DiploFoundation. She researches, writes, and teaches on a number of issues in the area of diplomacy, global governance, and the impact of technology on international relations. She has more than 10 years of experience in teaching international relations and in delivering in-situ, blended, and online training to diplomatic practitioners. She holds an MA in Diplomatic Studies (University of Leicester, UK) and a PhD in International Politics (University of Aberystwyth, UK). Her work is driven by the aim to level the playing field at international negotiation tables through effective capacity development. [Paper] Local and Internet Policy Implications of Encrypted DNS

Friends and Colleagues, ICANN’s Office of the Chief Technology Officer (OCTO) have issued a new paper entitled “Local and Internet Policy Implications of Encrypted DNS”. The paper touches upon some emerging standards related to the domain name system such as DNS Over TLS (DoT), DNS Over HTTPS (DoH), and others Since the creation of the Domain Name System (DNS), DNS traffic has been sent between computers and recursive resolvers in cleartext, meaning in-path observers could read the requests and responses. Recently, new technologies have been standardized to allow this DNS traffic to be encrypted, so that observers cannot see the information in the requests and responses. Deployment of these new technologies, particularly in browsers, is increasing. The use of encryption for DNS traffic has numerous implications that are now being discussed in earnest in many different forums. Adding privacy to DNS traffic prevents eavesdroppers from gaining valuable information, but it can also prevent network administrators from using DNS as a way to enforce content, access, and other control policies. Recent discussions have shown that the way that DNS encryption is deployed has significant effects on enforcement of local policy. This paper discusses the ramifications of various proposed deployment strategies for encrypted DNS between end user computers and recursive resolvers. Also, some of you were involved in the most recent ME Space in Kobe where UA was the subject of discussion, and there had been follow-up communication between the ME Space coordinating group and ICANN Org on the statement that was issued then. Below you can see the list of sessions with the date / time for each. [Report] Are the World’s Top Websites Truly Accessible for Global Audiences?

Friends and Colleagues, The Universal Acceptance Steering Group (UASG) commissioned a new study on the universal acceptance of TLDs across the top 1,000 websites as ranked by Alexa. The methodology consisted of testing 6 different email IDs that were fully ASCII, fully IDN, or a mix of ASCII and IDN. While on the one hand “fully ASCII” email IDs provided very high rates of acceptance, “fully IDN” email IDs scored extremely low. The mix of ASCII and IDN email IDs gave varying results. While the report was conducted on a global scale, stakeholders in Brazil took this project one step further and implemented it at the national level. They tested the 50 most popular websites in Brazil according to Alexa rankings, and the results showed that only 3 websites achieved total Universal Acceptance compliance.
