ICANN84 Statement – Focus Proposal on Emerging Technologies
Dear Colleagues, I hope this message finds you well. Thank you once again for your valuable time and commitment to contributing to the ICANN84 statement on “Emerging Technologies and the Role of RIRs.” Your willingness to support this effort is greatly appreciated. Following extensive discussions and research, we’ve noted that the topic of emerging technologies covers a broad range of areas—such as blockchain, artificial intelligence, quantum computing, and others. While all of these are significant, many fall outside the direct scope of ICANN’s mission. To ensure our efforts are both impactful and aligned with ICANN’s remit, we propose narrowing our focus to one emerging technology that intersects meaningfully with ICANN’s responsibilities. This will serve as a solid starting point for raising awareness and, subsequently, developing a well-informed statement and recommendations. Hi Abdalmonem, The honest truth is that there is limited public evidence that AI is being deployed at scale in DNS abuse mitigation across the Middle East. So are we going to talk about hypotheticals? are we bringing experts to guess? I think this space should be about discussing concrete real-life issues for domain name registrants and DNS space in the Middle East. What are people grappling with when dealing with DNS (whatever falls within ICANN). Can we also have a meeting on the record to discuss rechartering this space etc? Hi Unfortunately proactive detection has many implications for registrants and end users rights and we have to be very careful in what context we are using them considering the peculiarities of our region. Especially when it comes to freedom of expression and unfair suspension and deletion of domain names. Dear Abdalmonem, Farzanah, and colleagues, Globally, there is growing experimentation with AI for DNS abuse detection (e.g., DGAs) by companies like Palo Alto, Cisco, Spamhaus, and IBM, and even ICANN’s SSAC has explored the idea, though no official framework exists yet. In our region, however, most operators still rely on commercial solutions such as Cloudflare or Akamai, while the more immediate challenges remain limited DNSSEC adoption, low registrant awareness, and phishing via local ccTLDs. It may be useful to frame AI as a forward-looking element while grounding our statement in these practical realities. If time permits, I would also support the suggestion of holding a meeting to further discuss priorities and the future scope of this space.
