Hi, I agree with Farzaneh. If we can’t agree on a statement regarding DNS Abuse, I’m not sure on how we would proceed with it as a topic we wish to address as a regional community. As Farzaneh has suggested, a conversation on how to handle this might be in order. The Sub Pro PDP final report is a topic we may wish to weigh in on. The GNSO Council recently adopted the Consensus outputs coming produced by that report, and the ICANN Board will hold a public comment period on it, as part of its process in considering adopting it in its own turn. Our work on this report could be to address it during ICANN 70, or to prepare ourselves drafting a submission during that public comment period, or both. It would be a good idea for our community members to familiarize themselves with this report in order to be able to hold a meaningful discussion, and to reach consensus on a statement addressing it, but spoiler alert…, it’s a 400-page document, and not exactly light bedtime reading. G'day! This is learning experience for me so apologies in advance for any 'cultural' mistakes; (ie "ICANN Culture"). A distinction is being made between CONTENT abuse and TECHNICAL abuse. If there's support for these to be included in the topics list it might be better to form two groups to work separately on these 2 different types of abuse. Hi all, It is an interesting suggestion but the problem is that content abuse has nothing to do with ICANN and ICANN mission. ICANN mission is limited and technical. Some groups have for many years tried to expand ICANN mission through various ways and one was to argue ICANN should do something about content abuse. They have fortunately not succeeded much because it clearly is against its mission and if ICANN gets involved with content regulation, it violates its own bylaws. I have been informed by Fahd that our session won't be included in the ICANN 70 schedule and we have to schedule it after. From what I read the distinction between technical and content abuse may be blurred on occasions. The problem seems to be how to deal with content abuse complaints eg intellectual property infringement; trademark and copyright infringement; piracy and so on. I understand that ICANN has no policy development on content abuse issues but only dispute resolution agreements.

Some groups have for many years tried to expand ICANN mission through various ways and one was to argue ICANN should do something about content abuse. They have fortunately not succeeded much because it clearly is against its mission and if ICANN gets involved with content regulation, it violates its own bylaws. The line is only blurred when some want to expand ICANN's mission. Otherwise there is a distinct technical framework that ICANN provides the registries and registrars to work with. Registries and registrars do get involved with content regulation but ICANN has nothing to do with ICANN does not have a mandate, so it cannot step outside of its mission and tell the contracted parties what to do when it comes to content abuse. The contracted parties house is having meetings with various groups, explaining their role when it comes to DNS abuse. Maybe we can invite one of them to a meeting. Amr is a member of the CPH too. The GNSO Council recently adopted the Consensus outputs coming produced by that report, and the ICANN Board will hold a public comment period on it, as part of its process in considering adopting it in its own turn. Our work on this report could be to address it during ICANN 70, or to prepare ourselves drafting a submission during that public comment period, or both.*
*It would be a good idea for our community members to familiarize themselves with this report in order to be able to hold a meaningful discussion, and to reach consensus on a statement addressing it, but spoiler alert…, it’s a 400-page document, and not exactly light bedtime reading. Am happy to hear suggestions on how to proceed with this, practically speaking.*
