Besides, I thought that I remember hearing that invitations to the summit were based on application date, not approval date.

I don't think I've ever taken a trip (and this pre-dates being involved in ICANN) in which I didn't tell the agent exactly what flights I wanted. It can usually be screwed up so easily that it's not worth leaving to chance.
