Suffice it to say that I've discussed the proposal with my ALAC latin american colleague (LAC) Carlos Aguiere. He tells me that LAC is interested in the idea too. personally I am of the view that the proposal should not come from the NA region, but instead as a collaborative efforts between those - interested - from the regional RALOs and elsewhere. In a sense, it should be bottom up and have buy-in from other regions In summary, those who are interested in putting together a group to - draft - a proposal, should work together in an open and transparent fashion. If ICANN spaces are used for the discussions, fine - if not - get the discussion going in some other space. Like the rest of you - I'm tired of hearing of process issues.
