Lisa Phifer and I are continuing to work on scoping multiple WHOIS studies for feasibility and cost, as requested in March by the GNSO Council. Several of you participated in a previous call to examine the first group of studies we've been looking at (WHOIS "misuse" studies), now we are asking for your input on the second grouping of studies, which we are calling the "WHOIS misrepresentation" studies. (This grouping of studies was previously labeled as Groups C & D, study proposals, 13 (part), 18, GAC 5, GAC 6, GAC 9, and GAC 10).
The WHOIS Misrepresentation Studies document attached is our first draft of what will become the terms of reference for an RFP that ICANN will initiate, soliciting costs and feasibility from research firms and interested parties to conduct studies described. This information will then be provided to the GNSO Council for consideration and further action. Note that these documents will not initiate studies at this time, merely the costing and feasibility requested by the Council.
Before releasing RFPs to solicit costs and feasibility (as with the Misuse studies), we would like to solicit input about the details we are proposing from those who originally proposed these studies (many of you) as well as selected registrars and others who might be called upon to provide data related to the studies.
The specific information we are seeking is your guidance and input on the questions and topics in the italicized text highlighted in boxes in the attached. We don't expect that you will have all the "answers" but rather that you may have perspectives and insights that could help us refine the terms of reference before we release. To this end we plan to proceed as we did with the misuse studies:
1. circulate this document and ask you to review and consider, especially the italicized boxed text 2. schedule a conference call to review this document and solicit your views (avoiding the need for you to write your thoughts down and submit) 3. conduct a second call if necessary to gather further comments and answer any remaining questions
Glen and Gisella: Will send you a "doodle" to try to find a date and time for the first call, some target options might be Monday Aug. 10, or some time on either Aug. 18-21? I hope something convenient will work for most and we look forward to your input.
Also attached for your reference is a listing of all the study areas we are currently working on, and a cross-reference to each of the original study proposal numbers. Please note that we will also be soliciting your input on the third area listed, proxy and privacy services, in due time.
Special note to Laura -- most of your initial proposal from last year is encompassed in the subsequent work we will do on proxy and privacy services, but a piece of it is relevant to this set of studies as well.
