Egads, that's one complex chart for what should be: solicit bids for strings, vet for obvious conflict, auction or lottery them off, and sign a simple, boiler-plate contract. Absurd!
It looks a lot like the chart you would get if you'd asked the owners of horse-drawn carts to design the process to license cars. R's, John
