Additionally, as "security and stability" is so carelessly applied to almost anything, that careless and overly broad application should also include domain name resolution and consequent transactions that are systematically and manifestly contrary to the user expectation. If such a claim as "harmful confusion" can be made for IDN character variant based exploits, it can be made for misleading domain names with misleading transactional consequences.
