I looked at the document only very briefly in Mexico City, and I have not had the time to go back to it until now. If I remember correctly, it was distributed at roughly the time of the Tuesday? RALO meetings, and we were told that it is very important that ALAC comment, since our future depends on it (or something like that). I was therefore moderately surprised to see no apparent reference to ALAC or At-Large. If you look at the ICANN Strategic Plan, we are hardly mentioned at all - primarily in the section on completing periodic reviews and in the section on strengthening the multi-stakeholder model. Pretty mush where you would expect us to show up. In a broader context, I am not entirely sure there SHOULD be a lot of reference to ALAC/At-large in the Operational Plan and Budget. Or that being very visible with large chucks of money would be a blessing - more like an easy target from my point of view. What I would like to see is a breakdown of what explicit ALAC and At-Large budgets are (and where they fit in the overall budget and how they compare to previous years). Then we can make a rational decision on whether to be outraged or to sit there with a small Mona Lisa smile on out collective face. I will follow up and try to get those numbers.
