(whether incorporated or not doesn't matter), whether it has members or not, what its actual mandate is or anything at all.
I think it's pretty clear on this basis that the application should be rejected. joly

But it was a REAL entity with REAL members with a REAL constitution that was in line with what ICANN wanted. After becoming accredited, then we became active in the ICANN milieu. So, the fact that Papergate hasn't been involved in ICANN activities in the past has no bearing at all, nor how they would use their ALS status. If you read the DD report that I attached to my first e-mail and then reference the points that I brought up, you might get a clearer idea of the issue here.
