Since you raised this, I guess you've answered your own question. ;-)
As one of said applicants, I assert that I would not be a candidate as an ISOC Canada Chapter representatives to NARALO so long as I represent my existing ALS.
The Chapter already has a membership in the multiple hundreds, which most assuredly contains people who would be interested in the role of Chapter liaison(s) to ICANN and thus its ALS reps. Our goal is to increase the talent pool within NARALO, not constrict it to the Usual Suspects.
If there is a demand that I may only be a member of one ALS at a time, that is a different issue, and I hope that is not the case.
