There is a similar discussion going in the NCUC right now. There is consensus there that http://gandi.net is a good cheap VPS provider.

They're quite competent and their prices, if not rock bottom, are reasonable. They're in France, by the way. I have a VPS provider I like in the US, I haven't looked at ones in Canada, but a little googlage turns up a lot of them.
