It'd be helpful to understand more about the way that ICANN's compliance works, rather than looking it it one issue at a time. Are ICANN's compliance plans written down anywhere? For example, when you give a notice of breach to a registrar, how long do they have to cure it, and does the time allowed vary depending on what the breach is?
