I'd communicated with the Office of Urban Affairs on numerous occasions as I imagined it utilizing city-TLDs for regionalization and other urban coordination needs. So far there's been little response (I'm being kind there). If anyone read Eric's post and said "Geez, why don't they have an urban counterpart" will join me in signing a letter to the president encouraging a revitalization of that effort, I'll produce a first draft. I'll be looking at it. I don't assume there are "ICANN ALAC NARALO" issues present, but portions of the US Broadband Plan relate to rural access, and to infrastructure, which without torturing the statue or the NTIA's plan of record, could include DNS policy and implementation issues, as well as addressing and routing issues, so it is a remote possibility.
