Paul's answer to both was ... well, you're free to ask him yourself, you have email, and you can convey first hand the merits of your claim that an ALS may consist of whatever you find convenient to communicate. I've further queries to make. There are two more President/CEOs to query and their principal assistants, and that is simply to answer the two simple questions -- what is an "organization" and what must it make public in order to retain the status of an At-Large Structure.
