John, Thanks for the update. The ICANN bylaws state: "Advisory Committee Initiation. An Advisory Committee may raise an issue for policy development by action of such committee to commence the PDP, and transmission of that request to the GNSO Council." I'm awaiting action on the part of the ALAC to inaugurate the PDP process. They sent us a one page blurb that said less than what we already knew. The ALAC has a conf call tomorrow, I'll remind them that they still owe us something better.
The .ORG registry has asked for a rule change that would let them keep a small amount of the money when a registrar refunds more than 90% of their registrations or something like that; I can't find it on the ICANN or PIR web site. That would be adequate, although of course the reasonable solution would be to get rid of the unnecessary add drop period altogether.
