At this point, they're calling for review of the terms of reference. I'd see it as an opportunity to note what points should be added to their inquiry, what should be their focus, what questions do we want to be able to answer when the study commences? ICANN will be hiring outsiders (the London School of Economics for the GNSO review) to research answers to the questions. --Wendy
