Well I think that we'd have to look really closely at the orgs to not allow these to enter. We already ask about funding - we can strengthen that to see if they are beholden to a commercial interest... It is still at the discretion of the AtLarge that certification is granted, so even if we allow orgs of orgs, we can turn down 'fake user orgs" (reminds me of the GONGOS at WSIS) on many criteria if we truly feel that they do not have the interests of the individual users at heart. Otherwise, there are many orgs of orgs that are true user-centric, that we might leave out that would make a valuable contribution.
