Not correct. They were approved during the 13 Jan ALAC meeting. Even noted in the summary minutes (https://st.icann.org/alac/index.cgi?13_january_2009_summary_minutes, item 4). I don't think I've ever taken a trip (and this pre-dates being involved in ICANN) in which I didn't tell the agent exactly what flights I wanted. It can usually be screwed up so easily that it's not worth leaving to chance.
