We (CAUCE) are OK with the Consumers' Union statement, and agree that ICANN is a long way from being ready to operate without external oversight.. It's also worth asking what ICANN is doing this year with $61M beyond what it did a couple of years ago with $25M, and what measures are in place to keep ICANN from simply expanding its budget indefinitely in line with the number of domains registered.
