[NA-Discuss] Individual user reps

To cut the circularity of approving individual voters to vote for operating procedures where the OP themselves define the voters, we've been asked to name 2 individual reps. I've seen Jean Polly self-nominate, and I second her nomination. I'll put my own name into the ring, though I'd happily take other volunteers for this procedural task.
