See http://www.icann.org/en/general/archive-bylaws/bylaws-15dec02.htm for the first iteration of the Bylaws with the mission and core values. You may wish to review the evolution and reform materials prior to 2002 to seek more historical information. One good source of information would be the work of the Committee on Evolution and Reform, available at http://www.icann.org/en/committees/evol-reform/. In terms of "vision", the most accurate record would probably be in ICANN's historic strategic plans, available at http://www.icann.org/en/financials/historical.htm, and in the operating plans and Annual Reports available off of those pages. Regarding the One World, One, Internet slogan, after Rod Beckstrom became ICANN President and CEO, he put out a call on Twitter for suggestions for a slogan, and the 1w, 1i, everyone connected was the "winning" response. Thus, Rod did not make this slogan up, it was a suggestion from the community. The "everyone connected" part has seemed to fall out of use late in 2010. I submitted written comments, as CORE's Chief Technical Officer at the time, which I'd be happy to share on this very point, the issues present in both the CIR and RIR models for routing resources. I still hope to see the older vision statements. If there was one back when the Berlin meeting took place and the Constituencies were formed, it might have been "This might work" or "There is no Plan B".
