I don't know how you infer that the registrant has full liability, since the underlying law does not say that as a background condition. It's often an open question of fact and law, depending on particular circumstances, whether a registrant has any liability for things done with a name for which it is registrant of record.

Sorry, the lack of a legal degree allows me to use shorthand. My intended meaning is exactly what is in the RAA: "A Registered Name Holder licensing use of a Registered Name according to this provision shall accept liability for harm caused by wrongful use of the Registered Name, unless it promptly..."
