a 501(c)(6) or other (501(c)(4) or (c)(5)) (US tax code sections), with no contractual relationship to the IANA Function Contract (US DoC) and no bylaws identified (as yet) structure. personally i don't see a regional or shared advice issue to the corporation board on the coordinated activities of contracted parties, so long as the coordination does not raise competition policy issues, and the activities are not in breach of contract, or contrary to Consensus Policy not yet included in contract, or raising a public policy issue. -e
