Hi all, The leadership will be discussing what to do about non-active ALSs. Attached is what the EURALO is proposing to do. Our current wording is: "When an ALS representative does not vote in 3 consecutive NARALO elections or does not contribute a comment on ICANN policy through collaboration on the At-Large discussion lists in 12 consecutive months, it automatically loses its voting rights and active status within the NARALO. The ALS should be notified of the status change and may regain its voting rights and active status if within the next 12 months it votes or participates to online discussions, otherwise the Chair will submit to ALAC a request for de-certification of that ALS." The wording above makes it so an inactive ALS will not negatively affect our quorum. We have never actually taken the step of de-certification of an ALS. I agree that there should be a de-certification of a non-active ALS but after a due process is executed. I believe the EURALO process is a good base document but it needs to be discussed by all. If we say that we have X number of members but only Y (meaning less) participate in anything at all, we can not really say that we have X members. The point of the RALOs is to bring together the common issues and concerns of the region. That is only going to happen if its members are really involved in one way or another. We need to talk about improving our recruiting activities Please include me in this discussion while in Singapore. We discussed this at the RALO Leadership telephone conference this morning. We concluded that there are three basic "types" of non-active ALSs: 1. ALSs who have ceased to exist (for whatever reason the business has failed) 2. An ALS who only had one person that was interested in ICANN-related matters and that person has moved on 3. An ALS who just doesn't participate (maybe has lost interest?) In the case of #1, de-accreditation can happen almost immediately. In the case of #2, we would want to consult with the person who has moved on to make any kind of informed decision. In the case of #3, we would want to give longer time lines and try to re-engage. I agree with the general approach described here. It occurs to me, though, that we might want to consider making some active effort to keep in touch with those "silent" ALS's. As I understand it, there are cases where even contact information has become obsolete. Gordon

Like it was with me, for the longest time I thought only the official ALS reps could speak in NARALO. then i discover that was not the case. Those are good points Avri and I would like to hear other's views on them. I think that the Summit in Mexico went a long way to breaking down barriers and letting people know that they are welcome to contribute. That, however, does not overcome "shyness". The point about contacting ALSs directly was brought up in today's conference call. When we did the last survey, many ALSs only had only one point of contact. We would have no idea who else to contact. Also, in other regions, when an ALS became inactive and the ALS was contacted, they knew nothing about ICANN. That raises a whole other issue of lack of communication about ICANN issues within ALSs. We discussed trying to encourage ALSs to have at least two points of contact. It raises the question, if there is only one person within an ALS that knows anything about ICANN, is it really an ALS or is it an individual? D Darlene A. "When an ALS representative does not vote in 3 consecutive NARALO elections or does not contribute a comment on ICANN policy through collaboration on the At-Large discussion lists in 12 consecutive months, it automatically loses its voting rights and active status within the NARALO. The ALS should be notified of the status change and may regain its voting rights and active status if within the next 12 months it votes or participates to online discussions, otherwise the Chair will submit to ALAC a request for de-certification of that ALS."
The wording above makes it so an inactive ALS will not negatively affect our quorum. We have never actually taken the step of de-certification of an ALS. Can I have any comments you might have on our process? We will be discussing this in Singapore.
