If there is some sense of the kinds of issues that are to arise, it is possible for us (RALO chairs and secretariats) to at least get a sense of the overall direction that the ALSs would collectively prefer on such issues. It is reasonable that issues of major substance, as well as those not identified (even generally) in advance be sent back for ALS response. However, I believe that a significant amount of business can be done if the RALOs have been previously surveyed in advance and their views are reflected in the actions of their four reps at the meetings.

If the purpose of this process is to create a draft "point of reference" that is then sent back for ALS review, that is even better. But the timing of some issues may not allow that luxury.
