A non-Umbrella Organisation should be: a. largely, or entirely, composed of individuals and governed entirely by them, b. focused on the interests of the individual Internet user, and; c. a not-for-profit entity and/or not a governmental department, agency or affiliate. On re-reading this, the "and/or" may be poorly worded allowing a loophole - a for profit which is not a gov't dept perhaps meets the second part of the "or". Thanks for the feedback Alan. I have to wonder how discriminating against commercial entities comports with the non-discriminatory treatment clause in the ICANN bylaws.
