http://www.netcaucus.org/events/2007/youth/20070503transcript.pdf While doing some research I ran across this transcript of a May panel discussion put together by the U.S.' Congressional Internet Caucus, on teen and child behavior online, predators, MySpace, etc. There's some interesting research cited, by at least one organization I can personally vouch for. Some of what's talked about is anecdotal, but the discussion is quite relevant to consideration and development of policy about privacy, predators, teens, children etc. as recently raised in the WHOIS debate, though WHOIS is not mentioned. In early March ICANN CEO Paul Twomey made the following statement: "Theres also no way that registrants can measure the performance of registrars in any independent comparative way. That should be encouraged". http://www.icann.org/announcements/announcement-21mar07.htm Beau, Has your organization considered launching a project to measure registrar performance? If so, I believe that at-large funds could be expended on such an initiative. I would deem such a project to be in the at-large interest and would be willing to assist in any capacity. Danny, My apologies for taking several days to answer this. I've been getting a ton of ICANN e-mail. When you say "organization," I assume you mean Consumer Reports, the magazine, and Consumers Union, the larger whole, and the answer to that is no, there has not been consideration -- and I think it may be difficult to achieve buy-in to consider it, because I think the target audience of the research and the work would be deemed to be outside the scope of the magazine. However, WebWatch itself could embark on a project to measure registrar performance, and in the course of doing that, any ensuing press coverage and interest could spur the magazine to take interest. Either way, the work we would do would carry the Consumer Reports brand and we could make sure to use a solid methodology to assure credibility, and distribute the results through media channels available to us. I can think of a few ways to attack this, some requiring funds, some not. And I'd be delighted for your assistance. The first thing I would ask is whether any other members of at-large have interest and comment? If not, perhaps we can proceed off-line with a plan and show it to the group.
