As the article says the University of Puerto Rico is suing the current operator for taking public money (aprox. $2 million) and University equipment out of its facilities. I am attaching the original sue document. The document tells the story of the things that the operator did to move money around the University system in preparation to move it out. It also mentions how he fooled IANA in authorizing the re-delegation outside the University. Good read! Danny: Thanks for the translation. It helps to get everybody appropriately informed. There is more... In 2007 the Internet Society of Puerto Rico (ISOC-PR) got very suspicions of the change that IANA made to the Sponsoring Organization of the .pr ccTLD records without informing anybody, including the University (see item 26 in the sue document). What concern us more was the fact that IANA allowed this to happen knowing that it was being moved to a Corporation (the abbreviation "INC. means Incorporated). So at that time I wrote an email to David Conrad, IANA General Manager, expressing our concern. I have attached his response. Apparently IANA knew something we did not know because he mentioned in his response that ..."was done with the full consent of the parties that operate the domain, as well as the University of Puerto Rico". Well, ISOC-PR got a copy of a letter (attached also) sent by the University of Puerto Rico to John Jefrey in June 2009 basically stating that they did not consent to this change.I have no idea if ICANN responded to this letter. The point is that there is a possibility that somebodies withing ICANN new something funny was happening with the .pr ccTLD operation since 2006, that they really did not care or could not do anything about it. Who knows!? -ed PD: By the way, all this information (and more) was submitted to IANA last year in a re-delegation effort sponsored by ISOC-PR through a multi-sectoral non-for-profit entity legally created just for that. After a year in going back and forth with IANA, and even after talking with Susanne Sene at the Department of Commerce (yes, anything to do with the .pr ccTLD had to go through them) the case was closed. IANA requested a 'hostile' re-delegation plan which we could not produce despite exhausting all our "expert" contacts and researching the Internet.
