NARALO recommendation for ALAC Board Liaison
Hello everyone, In addition to the election procedure already going on for NARALO-elected people, this year we are also being asked to make nominations for the ALAC representative to the ICANN Board. The procedures are different now than they have been in the past, and can be read in detail at https://st.icann.org/alac-docs/index.cgi?board_liaison_process_2009 Essentially, as I read it, each region is to propose candidates, and the ALAC will select one from amongst these candidates. This is not really a NARALO election as we may choose to put forward zero, one or more than one candidate. Already two people have indicated to me their interest in the position, and I will be putting their names forward once the nomination period begins. I have also heard from others that our nominations be opened to people from other regions as long as a NARALO member nominates them; we will be asking other regions to reciprocate. So, based on the dealines we have to work with, here is what I am proposing: - This process is approved or amended by consensus by August 16 - Nominations will be accepted from August 17-23 A nominee does not have to be from NARALO but the person nominating them must be a NARALO member - Discussions and questions of nominees to take place August 24 - September 6 - NARALO members will participate in an online voting system using a Single Traneferrable Vote method; that is, you will *rank* all the people on the ballot rather than just voting for one. - Voting will take place September 7-13 - At the September 14 NARALO conference call, the results of the vote are announced; we undertake a consensus decision to put forward names to ALAC based on the result We have until September 15 -- the day after the next NARALO conference call -- to provide ALAC with our list of candidates. The person chosen will be especially important because this may be the last non-voting liaison. The Board is discussing the ALAC review's recommendation to give At-Large voting presence on the Board, so our next rep may occupy that position. So. Is everyone OK with this process? The process was open for debate and comment from August 13 to August 16 (two days ago). Since there have been no comments or objections, we will proceed with this process. That means that NOMINATIONS ARE NOW OPEN and will close midnight (Hawaii time zone) August 23. A nominee does not have to be from NARALO but the person nominating them must be a NARALO member. Discussions and questions of nominees to take place August 24 - September 6. Also by September 6, nominees must verify (via email to myself, Darlene or the public na-discuss list) their willingness to stand for election. Voting will take place September 7-13. - According to NARALO operating procedures, each ALS is entitled to two votes - Unaffiliated members of NARALO must agree between themselves how their votes are to be cast - The Chair of NARALO will mediate the discussion amongst unaffiliated members if required - If an ALS has two active representatives to NARALO each representative has one vote - If an ALS has one active representative to NARALO that representative has two votes - Each ALS, and the unaffiliated members, are to instruct staff on the name(s) of their voting representatives by September 6. Voting will take place online through the system used by ICANN staff to conduct votes of this kind. The voting system will be by Single Trasferable Vote method, which requires that the various candidates be ranked by each voter. As far as I know, both Glenn and Eduardo have only put themselves forward for the position on the Nominating Committee, and are so noted on the website.
I would also like to nominate Wolf Ludwig (EURALO) and Carl Samuels (LACRALO). So noted.
