Hello NA, As I mentioned on the list several months ago, I drafted up a kind of assessment tool to try to help make determinations of the social impact of a policy proposal. The draft below is probably far way from being useful. In it's current state it is not specific to ICANN. If we could create a version that was specific to ICANN, it might make it easier for us to methodically discuss the impact on users of policy proposals. In Mexico City I heard reference to other such tools exist in the ICANN context. Apparently, they exist but aren't used. If anyone can point them out, that would be greatly appreciated. Wendy expressed interest in taking a look at this document to see if we might try shaping it into something specific for ICANN. Ideally, we could shape an assessment tool, then model using it. This would probably be an iterative process. Additionally, I will also be sending this off to the working group who are working on the Registrant Rights Charter. They are planning a call next week and have set up a wikispace to work on the charter.
