Hi Darlene, It is an unfortunate source of confusion that "Statement of Interest" actually refers to two different things. 1. A statement of intent to stand for elected office In this regard my SoI is available here<https://community.icann.org/download/attachments/34607685/evan+soi.pdf?versi...> . 2. A declaration of all financial or representational interests in ICANN affairs that could indicate potential conflict In this regard I have filed official SoI declaration forms with both the GNSO <https://community.icann.org/display/gnsosoi/Evan+Leibovitch+SOI>and ALAC <https://community.icann.org/display/atlarge/Evan+Leibovitch+SOI> The ALAC SoI (referring to context #2 above) collection system is a fairly recent development; I only submitted mine last week as part of a site testing, and certain fields in the questionnaire are subject to refinement. But once the SoI collection system is mature it may be recommended that anyone involved in At-Large policy activity -- whether as an ALAC rep, RALO leadership or individual Working Group participant -- have an SoI on file for the purposes of maintaining the utmost transparency. It is possible that in the future, certain At-Large activity may require having an SoI on file. I believe that there at least some GNSO working groups demand that all participants have completed an SoI (which is why I have one on file there too). It is ALAC's choice whether to make such transparency mandatory for certain activities in the future, but currently it is optional and merely an act of voluntary disclosure. - Evan
Hi, I am starting to participate in a non-naralo-related working group, which is requiring me to fill out the SoI form. I have been given a username and password. There lots of people listed already, most not part of what I am involved with. Evan's observation is correct, it is confusing, because the term (SOI) is used for two different things. Hi, Yes, all GNSO working group require that every member submit as SOI. It used to be worse, we needed a different on for each Wg. Now there is a alphabetical list of everyone. I would actually like to see a table there that not only points to everyones SoI, but which also lists the active groups they are a member of, since there is value in having a picture of all of a person's WG participation. As with everything else in the field the acronym/term SoI - Statement of Interest, or Interests - is overloaded. It means: a. these are my interests that may have some bearing on what I may say or do and thus should be made public. And the purpose here is indeed not only to alert people to possible CoI but also to give people a clue as to background to comments you might make. E.g. I include my membership in ALSes in my GNSO SoI. Bob, Like Avri, who responded to your note earlier, I too participated in the GNSO's Operations Steering Committee (OSC), Operations Work Team (OWT) -- as an invited party from the City Top-Level Domain Interest Group, the proposed City Top-Level-Domain Constituency (CTLDC), proposed by municipal governments -- and Action Item #2 was the Statements of Interest/Declarations of Interest (SoI/DoI) for the GNSO Council and subordinate GNSO entities. We started with Section 5227 of the California Nonprofit Public Benefit Corporation Law ("CNPBCL") for the definition of "interested persons", in the context of Board members and their duties to disclose. You may want to look at that for guidance. I can't comment on the observation you cite, but my impression is that we were concerned with conflicts of interest, actual or latent, not on the neat things a volunteer does that may be of relevance and merit, as the problem to be solved is the lack of transparency and accountability in a body exercising delegated agency to make rules concerning industry and which is captured by that same industry, resulting in incumbency favoring rules. Lawyers of course have their own, additional, professional responsibility requirements, when representing clients which have actual or potential interests before the rule making agency. Julie Hedlund staffed the GNSO OSC OWT, and Ray Fassett chaired the Work Team, who you can turn to if you've questions, and there is both Avri and I, as well as the several attorneys active in the RALO.
