Hi, Yes, all GNSO working group require that every member submit as SOI. It used to be worse, we needed a different on for each Wg. Now there is a alphabetical list of everyone. I would actually like to see a table there that not only points to everyones SoI, but which also lists the active groups they are a member of, since there is value in having a picture of all of a person's WG participation. As with everything else in the field the acronym/term SoI - Statement of Interest, or Interests - is overloaded. It means: a. these are my interests that may have some bearing on what I may say or do and thus should be made public. And the purpose here is indeed not only to alert people to possible CoI but also to give people a clue as to background to comments you might make. E.g. I include my membership in ALSes in my GNSO SoI. Evan's observation is correct, it is confusing, because the term (SOI) is used for two different things. Moreover, the other one is really a statement of potential conflicts of interest and what it is you do outside of ICANN.

It isn't demanded of anyone. But once the SoI collection system is mature it may be recommended that anyone involved in At-Large policy activity -- whether as an ALAC rep, RALO leadership or individual Working Group participant -- have an SoI on file for the purposes of maintaining the utmost transparency.
It is possible that in the future, certain At-Large activity may require having an SoI on file. I believe that there at least some GNSO working groups demand that all participants have completed an SoI (which is why I have one on file there too). It is ALAC's choice whether to make such transparency mandatory for certain activities in the future, but currently it is optional and merely an act of voluntary disclosure.
