CORRECTION - ICANN63 Travel Slots announcement
Dear all, NCUC EC is reaching out in order to correct an recent travel funding and CROP Slot allocation that was announced on this list. As the EC was going through the applications for the PIR travel funding to ICANN63, the allocation turned out to be a tough decision given the quality of the applicants. And, as we were finishing the deliberation, there was a confusion about the final voting tallies and the deliberation being allegedly concluded when it was not. Also, the announcement implied on one of the NCUC CROP slots allocation. We decided to retract this one based on the fact that there was no open call for this slot (as per our Operating Procedures requirement) and believe it would not be fair to allocate the resource without the knowledge of our members about the possibility. Therefore, instead of what was announced on the lists in the beginning of the week, this announcement concerns the allocation of the two travel slots available as per the PIR Funding and no longer allocates one of NCUC's CROP slots. Dear All, I cant believe this, this cant be happening, How many days now the first announcement was made, for some one to turn around and announce a new list as potential travelers. i disagree with the announcement of the new names. Please this is not a private institution where can be decided on anyhow. I am against the withdrawal of the first list, it doesnt order well for for NCUC. This kind of corrupt decisions and lack of transparency should be stopped. I am disappointed in the EC and everyone who took part in this corrupt decision. Is distasteful and lacks principles. Dear Wisdom, As explained in the email, the announcement was not "changed by someone" - what happened is that the list was sent without the votes of the full EC and our bylaws mandate that in such deliberations all representatives have to weigh in. Secondly, it would not be fair to just allocate a CROP without a proper call and announcement on the list - this would be the real lack of transparency. The initial list had three names: Shahul and Benjamin as NCUC funded travelers and Dina as the CROP receiver, but having in mind the justification of our statement and also according to item 6 in NCUC's Travel Policy <https://www.ncuc.org/get-involved/travel-policy/> Benjamin would not be able to receive the funds given that he was one of NCUC's funded travelers for the Panamá meeting (even despite the fact that he was not able to attend the meeting for personal reasons). Hence the funded travelers list now has two names - Shahul and Dina. As per your corruption and lack of transparency accusations, all EC deliberation was made in our list, feel free to take a look. Dear all, The situation is worrying and I believe merits a full report, that is a write-up of how things happened, so we can make sure this does not happen again. Just the list of exchanges on the list will not, in my view, be enough. This is a major misstep and however justified does not inspire confidence. Also I would like clarification on the 'personal reasons' referred to in relation to Benjamin's travel. If this was due to visa issues I think we should clearly make exceptions for such situations as they are beyond the control of the individual. Also if someone is not eligible to apply for a travel slot they should be told so immediately upon submission of their application. Hi Dorothy, You raise some very valid points, I think. In terms of the fact that we were late to catch Benjamin's ineligibility - I think you are 100% correct. I don't really have an excuse. As soon as someone mentioned the eligibility issue, it seemed very obvious, and silly that we hadn't caught it before - and I genuinely regret not realizing it sooner. More than anything else, I think the way this unfolded was very unfair to Benjamin. We've written directly to him apologizing - and I think he has every right to be upset, because I know it sucks to have that announcement go out and then get pulled back. At the same time, I think the bylaws are clear, and while the first announcement shouldn't have gone out, I think that once we realized he was ineligible we had no choice in terms of his funding. In terms of the phrasing of "personal reasons" - I'm not 100% sure which email you're referring to, as I can't find it in this chain, but I believe it is our policy not to consider visa status in weighing a travel application - precisely for the reasons you mention. Anyway - Benjamin's visa status for Spain played no role in this discussion, nor did Dina's status, or Shahul's, or any of the other applicants. Thanks for taking the time to respond. I am glad Benjamin got a personalised apology. The 'personal reasons' I referred to were in Bruna's response to Wisdom and I assume referred to the reasons he (B) did not use his previous travel opportunity. I still think a brief write-up is necessary for institutional memory. I also believe that persons who are unable to use travel opportunities due to visa refusals should not be penalised and we should work this into our criteria. I accept that your explanation that this is not relevant to the current situation. Let me take this opportunity to express my appreciation for all of you who volunteer to keep this group on track. Hi Wisdom, Those are very serious accusations to throw around, and I'd ask you to pause, and reflect before you do. There's been a lot of talk about civility over the past few days. I think the EC are very willing to be held accountable for our decisions and actions, and if you disagree with them you have every right to call us out - and to do so vigorously if you feel that's warranted. But please don't throw around words like "corruption" just because you don't like a decision. In terms of transparency, the entire conversation that led us to where we are now is on our public archives: https://lists.ncuc.org/pipermail/ncuc-ec/2018-August/thread.html#9906. I would encourage you to read the entire "announcing ICANN63 travel slot?" thread, to get a full understanding of how the previous announcement happened, why the EC objected, and why we felt the need to revisit it. In a nutshell, the previous announcement, which was made by the Chair, did not accurately represent the votes of the EC, and all five EC objected as soon as the announcement went out. Between the problems with the voting, and the realization that Benjamin was actually not eligible to receive the support according to NCUC rules, it was decided to extend the voting process, and give the EC an additional opportunity to vote for their preferred candidates. That discussion, and the vote that followed, also took place on list, and is free to view, at the link I provided above. I'm not going to claim that this process was perfect. I, myself, have serious issues with the way this all unfolded, as I expressed on the EC list. But fundamentally, we're all volunteers trying to do the best we can in the circumstances we are in and under the framework we operate under. As the EC was going through the applications for the PIR travel funding to ICANN63, the allocation turned out to be a tough decision given the quality of the applicants. And, as we were finishing the deliberation, there was a confusion about the final voting tallies and the deliberation being allegedly concluded when it was not.
Also, the announcement implied on one of the NCUC CROP slots allocation. We decided to retract this one based on the fact that there was no open call for this slot (as per our Operating Procedures requirement) and believe it would not be fair to allocate the resource without the knowledge of our members about the possibility. Therefore, instead of what was announced on the lists in the beginning of the week, this announcement concerns the allocation of the two travel slots available as per the PIR Funding and no longer allocates one of NCUC's CROP slots.
Due to the above mentioned mistakes, we retract the previously announced allocation and would like to inform that the PIR Funded travelers, as per NCUC EC deliberation are:
- Shahul Hameed
- Dina Thomas Covenant
We apologize for the confusion and especially to those affected by the precocious announcement of the allocation. Congratulations to the selected travelers!!
