Klaus, I´m amazed by the timing your initiative. So please let me ask you for a few clarifications, so as to understand where the initiative is coming from and how does it help NPOC during ICANN56 meeting in Helsinki, which is a very short one in case you have not noticed: 1. how do you expect to squeeze one more meeting in a B-Agenda foreseen for the 4 day Helsinki meeting? Have you transmitted this ideas of extra meetings to the Council (Volker and Donna) and/or Staff? There has been little reaction so far in the GNSO Council about the agenda we are expecting. 2. who is going to pay for this? Is this part of ICANN policy budget which is foreseen to be reduced in FY17?who is exactly behind this initiative and would you please point me to their SOI? 3. and before further discussing this initiative any further, please tell me exactly when and for how long are we going to sit in Helsinki to discuss about another issue that interests me: NPOC participation in the policy work of the GNSO. After Marrakesh and a few very unpleasant e-mail exchanges with Sam, I still have the feeling that NPOC is falling short of its mission in terms of our engagement as a group in the very relevant policy work ongoing in ICANN right now. So you will excuse me but I consider that our role is much more than a “window” that we can choose to use or not as I have tried to explain to Sam many time. We did this, but as you might have noticed that the announcement is talking about provisional dates and we are still keeping the Monday option open.

See above. This is not an extra meeting. If the event is taking place on Monday, it will be a NPOC event with the support of Pathfinder. If the event will take place on the Friday it will be a Pathfinder event where NPOC has the option to join as a partner.

Fully agree. As far as I am aware the discussion is ongoing within NPOC. I would like to observe that in my opinion policy making is a much broader field then just participation in working groups or just being a window. We need to be all and much more at the same time. I refer you also to the attached document and I would appreciate very much your detailed comments on it as It would help us to progress as a constituency and as ICANN. Please excuse me that I feel unable to comment on any issues you might have with Mr. Sam Lanfranco. As a good friend of mine, I know he is more then capable to comment for himself if he deems it necessary I suggest to distribute the requested clarifications to “all” members of NPOC so we can engaged openly in considering the benefits of this initiative, as far as ICANN56 is concerned. So please let me ask you for a few clarifications, so as to understand where the initiative is coming from and how does it help NPOC during ICANN56 meeting in Helsinki, which is a very short one in case you have not noticed:

See above. This is not an extra meeting. If the event is taking place on Monday, it will be a NPOC event with the support of Pathfinder. If the event will take place on the Friday it will be a Pathfinder event where NPOC has the option to join as a partner.

Pathfinder is responsible for raising all the funds needed for an event on Friday. Fully agree. As far as I am aware the discussion is ongoing within NPOC. I would like to observe that in my opinion policy making is a much broader field then just participation in working groups or just being a window. We need to be all and much more at the same time. Dear Carlos Two good suggestions. With regard to Puerto Rico, yes we will try to have a Pathfinder event again and I hope it can be an ALAC/NPOC/NCSG/Pathfinder event. This would be my dream but I have to take what I get. With regard to Helsinki, it will be hard to do nothing at all as some organizations are already sensitized and are waiting for the event. It will be hard to say: "sorry we are not coming!" Let's see first what the NPOC Excom wants to do and if we can do Monday or Friday and take it from there. One final remark, I am enjoying this conversation immensely, because that is what it should be, NPOC members discussing options, sharing ideas and coming up with good things. I invite you all to come up with other topics. I made the suggestion recently that we should have a monthly call for all NPOC members to discuss not NPOC admin but real topics like new gTLDs, Whois2, Outreach and Capacity Building, NGO Sustainability and the DNS. There are many topics. Please let us know if you are interested in such an call and what topics we should discuss. If ther is some positive response, it is easy to set it up. Pathfinder is responsible for raising all the funds needed for an event on Friday. (If NPOC decides to partner in the event, NPOC can feel free to contribute to the event, but that is not mandatory and up to NPOC. If the event is taking place on Friday, I hope ICANN will be able to support the event. Pathfinder is an initiative of the Global Knowledge Partnership Foundation. 3. and before further discussing this initiative any further, please tell me exactly when and for how long are we going to sit in Helsinki to discuss about another issue that interests me: NPOC participation in the policy work of the GNSO. After Marrakesh and a few very unpleasant e-mail exchanges with Sam, I still have the feeling that NPOC is falling short of its mission in terms of our engagement as a group in the very relevant policy work ongoing in ICANN right now. Fully agree. As far as I am aware the discussion is ongoing within NPOC. I would like to observe that in my opinion policy making is a much broader field then just participation in working groups or just being a window. We need to be all and much more at the same time. I refer you also to the attached document and I would appreciate very much your detailed comments on it as It would help us to progress as a constituency and as ICANN.
Please excuse me that I feel unable to comment on any issues you might have with Mr. Sam Lanfranco. As a good friend of mine, I know he is more then capable to comment for himself if he deems it necessary
I suggest to distribute the requested clarifications to “all” members of NPOC so we can engaged openly in considering the benefits of this initiative, as far as ICANN56 is concerned. Maybe you should consider it for one of the longer meetings.
